If you use it at the beginning of a speech, you want to remind others of the importance of what you have to say next. As in I'm telling you, he's the best player in the American League.
中文释义：当我们想强调自己所说的话是真的，让对方一定要相信的时候，我们可以使用I'm tellinig you，意思是说：我可以肯定的说，我敢说。例句：I'm telling you,that'sexactly what she said.（我可以肯定的说，那真是她的原话。）另外在中文语境中，我们也可以理解为：注意听我说/这是很重要的...，千万别理解为“我在告诉你”。有一个相似习惯用语：You are telling me! 这里并不是按表面意思“快跟我说啊”来理解，而是要翻译成“事实就是这样；我早就知道,不用你告诉我”。
