影片以2008年全球金融危机为切口，追溯华尔街、美国政府与评级机构如何共谋制造经济灾难。前半程解剖金融衍生品的“炼金术”：投行将垃圾债券包装成AAA级产品，评级机构收钱盖章，经济学家站台背书，政客 deregulation（放松监管）开绿灯，最终泡沫破灭让普通人背负百万房贷失业流离。后半程直指危机后的荒诞现实：始作俑者不仅未受惩罚，反用纳税人的钱给自己发天价奖金，学术圈继续为资本洗白，冰岛全民破产的悲剧成为全球化寓言。
导演采用侦探式叙事，穿插雷曼兄弟破产、国会听证会等历史影像，采访名单包括美联储前主席本·伯南克、法国财长拉加德，甚至拍到被删减的“华尔街高管拒绝回答”现场。最辛辣的莫过于揭露哥伦比亚大学等名校教授收受华尔街巨款，将学术论文变成诈骗说明书。
